Place is - was, now - run by a mayor. Not that the guy had any more power than the 'mayor' of Midgar did. The real power in the place is this shadow group of guys - call them the 'Organization', near as I can figure; 'swhat people've been callin' em anyway. In any case, I'm pretty sure they ain't up to any good. Might even be responsible for the recent death of the mayor, though naturally it ain't provable just yet.

Haven't figured that out yet, yo. Maybe he wasn't doin' a good job - there's this little ... rat ... thing that claims to be the 'mayor-to-be' but he don't seem to have any idea about what the job entails. Wouldn't trust him, yo.

Soon as I can get there - I ain't had much chance to test out the public transit systems yet, so I ain't got an idea of how long it's gonna take.
