To Org. XIII and City Hall

If at all possible, I would like to arrange a meeting with representatives of both the group in City Hall and the Organization, at a mutually agreed upon location and time. In the interest of peace, I will come unarmed and alone, though I make no such request of either the Organization or City Hall.

The purpose of the proposed meeting will be to ascertain the intents of all parties and, if appropriate, negotiate terms of mutual armistice. At the present time, I see no reason why we cannot enjoy a peaceful coexistence.

Look, the people from City Hall aren't interested in anything other than making the rest of us miserable and the Organization doesn't even see us as people in the first place. I think you're going about this the wrong way.

I have few options at the moment, and this seemed the most expedient. Until I've seen their response, I can't honestly say one way or another how it will go.

Pretty heavy to-do list when you've just arrived. Wouldn't you rather use this energy on a way to go back where you came from? That's what most people do.

I already know that's impossible without outside help. The nature of this place will not allow it. It's simpler to work within the constraints placed upon us and try to find the solution there.

I will leave that decision up to you. I would prefer simultaneous, but I doubt two groups of such disparate interests could be made to see eye to eye.
