To Org. XIII and City Hall

If at all possible, I would like to arrange a meeting with representatives of both the group in City Hall and the Organization, at a mutually agreed upon location and time. In the interest of peace, I will come unarmed and alone, though I make no such request of either the Organization or City Hall.

The purpose of the proposed meeting will be to ascertain the intents of all parties and, if appropriate, negotiate terms of mutual armistice. At the present time, I see no reason why we cannot enjoy a peaceful coexistence.

Hey, it would still get their attention. A lot more than this would, trust me. I'm sure anyone who could get through the thorns surrounding City Hall would get anyones attention.
