There is a fine line between the acceptable waging of war and cruelty for cruelty's sake.

Organization XIII has crossed that line.

They have kidnapped. They have tortured. They have wrought injury after injury upon the visitors and citizens of this city. But not until recently have they attacked someone who had no possible way to defend herself, someone who had done them no perceivable wrong except for existing.

I am now calling upon all able-bodied people within the city to rise in response to this heinous act. It is time to strike back at our captors, the members of this Organization.

Nina was my responsibility and I've clearly shown that I am incompetent to take care of her, but I will be damned if I don't do everything in my power to get her back. I can't move very fast right now, so I'm not very good in a close-quarters fight unless I can get my arm fixed, but I have my alchemy. I can be useful.
