Patrol?

Hello, I am Kaien Shiba of the Thirteenth Division and hold the Vice-Captain seat.

I have just arrived in this lousy city and request any knowledge of seated officers on patrol in the general vicinity. Any information on where this is or what this is would be appreciated as would a reason why the reitsu in the air is... nonexistent.

Please report in soon or I think I might pull my hair out... and I only do that when those crazy drunks are around.

... Thirteenth Division? Thirteenth Division of what? I've heard of an Organization around here, but not any "divisions".
