From what I've seen, Kadaj JUST like that! I think in his time, this "Cloud Strife" (assuming you mean him!) hasn't gotten to kill him yet. But Kadaj at first told me his name was Cloud so I'd go kill him... isn't he desipicable?!

Anyways, yes indeed it is! The Turks can't be the Turks without... the Turks! Yatta~!
