According to most magical theory, the answer to the first question would be 'An illusion.' There are some who would say that reality itself is an illusion, however, because we each perceive things in a unique way.

The second question is unanswerable, because no one knows how everything 'should' be in an uncontrolled environment. If you assume the environment to be controlled, however, then the answer would be 'Yes, but only with allowances for unexpected circumstances.'
